Florida may be named the Sunshine State, but tropical storms featuring high winds, rain, thunder and lightning are not uncommon especially between May and October. All three of the Universal Orlando Resort theme parks stay open when it rains. The indoor rides at the parks operate as normal during rain, but outdoor rides may close until the storm clears.

Universal Orlando doesn’t have a rainy day refund policy but it does have a severe weather policy for named tropical storms, hurricanes, or state-of-emergency declarations. However, even then only for bookings made directly with Universal at least seven days before the warning was issued.

Methodology: I’ve been visiting Universal Orlando for over a decade. My most recent visit was May 2026, on a press trip with the Universal Orlando PR team. Plenty of my prior visits caught Florida summer storms, and the lightning, refund, and ride-status details below were re-verified against Universal’s current published policy in June 2026.

Which Rides Close When It Rains at Universal Orlando

Most rides at Universal Orlando continue to operate when it rains. Outdoor rides only close when lightening is detected. When lightning does cause rides to close indoor attractions continue to operate and rides reopen 30 minutes after the storm has cleared.

Universal Studios Florida

No rides at Universal Studios close during rain. However, there are three attractions that close during lightning:

  • Hogwarts Express (the route has outdoor segments)
  • Animal Actors On Location! (covered outdoor theatre, cancels in heavy rain or lightning)
  • Cinesational nighttime spectacular (cancels in steady rain or lightning)

The majority of rides and attractions at Universal Studios Florida are indoors so this park has the largest operational capacity during bad weather. If you’re due to visit Universal Orlando when it rains then this is the park to go to.

Islands of Adventure

Islands of Adventure is more exposed than Universal Studios Florida. No rides close for rain alone, but these all pause for lightning:

  • Jurassic World VelociCoaster
  • Hagrid’s Magical Creatures Motorbike Adventure
  • The Incredible Hulk Coaster
  • Doctor Doom’s Fearfall
  • Flight of the Hippogriff
  • Dudley Do-Right’s Ripsaw Falls
  • Popeye & Bluto’s Bilge-Rat Barges
  • One Fish, Two Fish, Red Fish, Blue Fish
  • The High in the Sky Seuss Trolley Train Ride

Epic Universe

Epic Universe is the most exposed of the three theme parks. No rides close for rain alone, but these seven pause for lightning:

  • Stardust Racers
  • Hiccup’s Wing Gliders
  • Dragon Racer’s Rally
  • Yoshi’s Adventure
  • Fyre Drill
  • Curse of the Werewolf
  • Mine-Cart Madness

When a storm starts, head straight to whichever indoor headliner is closest to you rather than walking across the park. Waits on indoor rides go up quickly because everyone has the same idea.

Best Indoor Rides at Universal Orlando

The indoor rides and attractions at Universal Orlando are more likely to remain operational during bad weather and are a great way stay dry.

Universal Studios Florida

Universal Studios Florida is the most rain-friendly of the three theme parks. Almost every headliner is an indoor dark ride built inside a converted sound stage, which means thunderstorms are barely noticeable from the queue. If a storm is rolling in, this is the park to be in.

  • Harry Potter and the Escape from Gringotts
  • Revenge of the Mummy
  • Despicable Me Minion Mayhem
  • Transformers: The Ride 3D
  • MEN IN BLACK Alien Attack
  • The Simpsons Ride
  • E.T. Adventure
  • Race Through New York Starring Jimmy Fallon
  • Fast & Furious: Supercharged
  • The Bourne Stuntacular
  • Animal Actors On Location! – covered outdoor theatre, cancels in heavy rain

Diagon Alley itself is technically outdoor, but the King’s Cross facade and the alley’s narrow streets give surprising shelter from a downpour. You can spend an hour wandering the shops, grabbing a Butterbeer, and ducking into the Leaky Cauldron without getting properly soaked.

Islands of Adventure

Islands of Adventure is more exposed than USF because the big rides are outdoor coasters that close in lightning. The indoor anchors are excellent, though, so a rainy half-day at IOA still works.

  • Harry Potter and the Forbidden Journey
  • The Amazing Adventures of Spider-Man
  • Skull Island: Reign of Kong – chronically unreliable in 2026, don’t count on it
  • The Cat in the Hat
  • Storm Force Accelatron
  • Triwizard Spirit Rally and Frog Choir – outdoor Hogsmeade shows, cancel in rain

Epic Universe

Epic Universe was designed around large outdoor lands, and only four rides are fully indoor end-to-end. The other seven major attractions close for lightning. If you’re booked to visit Epic Universe during bad weather, you’ll feel the limitation faster than at the other two parks.

  • Harry Potter and the Battle at the Ministry (Wizarding World)
  • Mario Kart: Bowser’s Challenge (Super Nintendo World)
  • Monsters Unchained: The Frankenstein Experiment (Dark Universe)
  • Constellation Carousel (Celestial Park) – covered carousel, stays open in rain

Stardust Racers needs a clear runway after the lightning all-clear to cycle test trains, so it’s usually the last ride to come back online after a storm. If you’ve already waited for it through one cell, expect to wait through the next one too.

Volcano Bay in the Rain

2026 to 2027 seasonal closure: Universal has confirmed Volcano Bay will close for five months from 26 October 2026 through 24 March 2027 for a major refurbishment.

The rules around bad weather at Volcano Bay are more strict than at the Universal Orlando theme parks. Lightning closes every slide and pool until the all-clear. Cold weather closes the park entirely. Universal doesn’t publish the temperature threshold, but I’ve typically found the announcement to go out when temperatures are predicted to be to be 55°F or lower.

Being a water park a lot of Volcano Bay is outdoors which can make finding somewhere to shelter during bad weather hard. The cabanas here are the only private covered space. Premium seating only covers your top half, and the indoor restaurants and bars have very limited seated so are typically full before the bad weather even starts.

Bad Weather Plans Beyond the Theme Parks

If you want to avoid the parks altogether during bad weather consider visiting CityWalk. This is the entertainment district at Universal Orlando with attractions for kids and adults as well as a fantastic variety of restaurants.

Alternatively, head over to Cabana Bay for a game of bowling at Galaxy Bowl. This ten lane bowling alley also has a diner attached and is open for both hotel guests and walk-ins.

If you’re staying on-site you could head back to the hotel for an hour or two during bad weather but be sure to check the park’s re-entry rules in advance.

What to Pack for Bad Weather at Universal Orlando

The best thing you can bring with you to Universal Orlando is a poncho. In-park disposable adult ponchos cost about $13, meaning a family of four can easily spend $50+ unexpectedly during rain. Ponchos bought in advance cost $1 to $2 and are small enough to pack in your day bag just incase.

Other things I’d recommend packing for visiting Universal Orlando during bad weather include:

  • Waterproof phone pouch
  • Quick-dry shorts and t-shirt
  • Crocs or quick-dry sandals
  • A second pair of socks in a sealed sandwich bag
  • A small microfibre travel towel
  • Cash or card for a locker so your bag stays dry between rides

Frequently Asked Questions

These are the questions I get most often about visiting Universal Orlando in the rain, including refunds and lightning closures:

Does Universal Orlando close when it rains?

No. All three theme parks, Volcano Bay, CityWalk, and the on-site hotels stay open in the rain. Individual outdoor rides close when lightning is detected nearby (industry standard is a six-mile radius), and reopen 30 minutes after the last strike. Indoor rides keep running throughout.

How close to the park does lightning need to be to close rides?

Universal does not publish a specific distance, but the parks operate within the industry-standard 30/30 rule: if the gap between a lightning flash and the thunder is 30 seconds or less, the strike is within about six miles and outdoor rides shut. Operations resume 30 minutes after the last detected strike.

Can I get a refund for a rainy day at Universal Orlando?

No, Universal does not refund tickets or hotel stays for ordinary rain. The severe weather policy only applies to hurricane or tropical storm warnings issued by the National Hurricane Center for Orlando or your home, or state-of-emergency declarations, and only when the warning falls within seven days of your arrival. Refunds also require the booking to have been made directly with Universal at least seven days before the warning was issued.

How much does a poncho cost at Universal Orlando?

Around about $13 for a standard disposable adult poncho at park shops, $11 for a child version, and $50 for the new Hogwarts water-resistant zip-up poncho launched in January 2026. UK travellers can pack disposable ponchos from Amazon or Argos for £1 to £2 each before flying.

Is Volcano Bay open in the rain?

Yes for ordinary rain, no for thunderstorms. Lightning closes every slide and pool until the all-clear. Cold weather closes Volcano Bay entirely; forecast highs in the mid-60s°F or below typically trigger a same-day closure. Volcano Bay is also fully closed from 26 October 2026 through 24 March 2027 for a major refurbishment.

Do water taxis run between Universal hotels in the rain?

Yes in light rain. Water taxis serve Hard Rock Hotel, Loews Portofino Bay, Loews Royal Pacific, and Loews Sapphire Falls every 10 to 15 minutes to and from CityWalk. They keep running in steady rain but suspend for lightning or heavy wind. Buses keep operating throughout, and the garden walking paths from the same four hotels stay open as a backup.

What is there to do at Universal Orlando in the rain?

Plenty. Indoor headliners (Forbidden Journey, Gringotts, Mummy, Spider-Man, Mario Kart, Monsters Unchained, Battle at the Ministry), shopping and shows at Diagon Alley and Hogsmeade, CityWalk dining and bowling at Cabana Bay’s Galaxy Bowl, on-site hotel pools (most have covered areas), and Bar Helios at the Helios Grand for an adult rainy-afternoon pivot. Afternoon storms usually clear in 30 to 45 minutes.
